Overview
Congress has expressed its intent that the U.S. Government (“USG”) work in cooperation with Public International Organizations (“PIOs”) and other bilateral and multilateral donors. Sections 102(b)(11), 103(b)(2), 209(c), 301(a), and 635(b) of the Foreign Assistance Act of 1961, as amended (“FAA”) authorize the USG to work with other donor partners. This policy is also stressed in the Presidential Policy Directive on Global Development, which repeatedly highlights the role of “multilateral development banks, U.N. agencies, [and] other international organizations” in U.S. development policy and the “sustainable international order” that is to be the outcome of U.S. efforts at global development.
