This Reference Manual provides important information on the Development Leadership Initiative (DLI), which enabled the Agency to rebuild its Foreign Service Officer (FSO) workforce between 2008 and 2012 and on USAID’s Foreign Service Career Candidate Program that has evolved from the DLI.
