Overview

This chapter outlines the United States Agency for International Development’s (USAID) policies and procedures for processing requests for records under the Freedom of Information Act (FOIA), 5 USC § 552, the Electronic-Freedom of Information Act (E-FOIA) Amendments of 1996, and the FOIA Improvement Act of 2016. This chapter provides USAID employees with the guidance necessary to respond to FOIA requests in a manner that promotes public understanding of USAID operations and activities. It addresses statutory, regulatory, policy, procedural, and processing requirements that USAID must follow.
