Overview

This guidance outlines a strategy and framework for performing the administrative functions of opening a new USAID Overseas Operating Unit.  An Operating Unit includes a traditional USAID Mission overseas but also refers to other Operating Units as identified in ADS 102.3.1.  This document is to be used as a guide to setting up a new Mission only after all necessary bilateral, diplomatic, and programmatic negotiations are complete and the USAID Administrator has approved the new Mission.
