The 2020-2025 Country Development Cooperation Strategy’s (CDCS) goal supports Colombia’s Journey to Self-Reliance (J2SR). Self-reliance, in this context, is when a country has the capacity and commitment to plan, finance, and implement its own solutions to development challenges. There are three prerequisites to Colombia achieving self-reliance, all of which are reflected in the CDCS’ goal statement. First, Colombia must continue on its path away from over five decades of armed conflict toward peace. Second, this peace must be durable and inclusive in order to foster a stable society. Third, both durable peace and stability are prerequisites for the country’s social and economic prosperity.1 Once Colombia has durable peace, stability, and prosperity, Colombia’s government, private sector, and civil society can independently address the country’s challenges.
