Health policymakers, international donors, program managers, service providers and other health system stakeholders need reliable data to make evidence-based decisions. The U.S. Agency for International Development (USAID) supports the goal of using evidence-based interventions to control the HIV/AIDS epidemic through the routine review of data from countries and projects. Working with a range of data analysis tools and the latest epidemiological data, USAID monitors both the HIV epidemic and its HIV prevention, care and support programs. USAID supports the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through the collection of strategic information, the development of health informatics systems, expenditure analysis data and evaluations.
Using Strategic Information for Improved Programs and Patient Outcomes
USAID prioritizes country support to ensure that the Agency’s overseas missions and foreign government stakeholders work closely together to improve data quality, data collection and data use for policy and program decision-making to achieve control of the HIV/AIDS epidemic. This is accomplished through:
- Creating and implementing USAID project-based monitoring and evaluation frameworks.

- Contributions to the Interagency Collaboration for Program Improvement (ICPI), a PEPFAR-wide, interagency group of analysts and data management specialists working together to strengthen the capacity of country teams to analyze, visualize and interpret PEPFAR data through improved data management and data analytics. - The Global Health Site Improvement through Monitoring System (SIMS) mobile application, which collects standard information to assess the quality of services at the site level. Learn more about PEPFAR’s SIMS.
- Surveillance and survey activities to support systematic data collection, analysis and interpretation to provide information about the overall HIV epidemic and its changes over time.
