Over the Horizon Landscape Analysis (pdf - 814k)
On October 28, 2020, Acting U.S. Agency for International Development (USAID) Administrator Barsa will deliver remarks and participate in a fireside chat at the American Enterprise Institute on the Over-the-Horizon (OTH) Strategic Review, a USAID initiative to prepare for lasting changes to the development and humanitarian landscape in a world altered by COVID-19.
Begun in July of this year, the OTH Strategic Review produced detailed recommendations for changes and improvements USAID can make to achieve our goals in a new global context. The conclusions of the OTH Strategic Review are the product of a landscape analysis; a scenario-planning exercise; and analyses of policy, programmatic, and operational data on the secondary and tertiary effects of the pandemic, with input from inside and outside USAID.
