Good afternoon, everyone.
First, I’d like to thank His Excellency, the President of Guatemala, Dr. Alejandro Giammatetti, for hosting this event. I also want to thank Secretary of Food Security and Nutrition Maritza Méndez de Oliva for her leadership in combating food insecurity and malnutrition in Guatemala. I’m also happy to be joined by the CEO of Tigo, Mario Lopez, Sr.
It’s a great honor to be here today. The U.S. alliance with Guatemala is an important one that spans decades. To see participation from the highest levels of the Guatemalan government here highlights the importance of this partnership.
Whether it’s addressing the COVID-19 pandemic....giving youth the skills they succeed in the workforce…strengthening the justice system....or making sure families can feed their children...the United States is committed to helping the Government build a bright future for all Guatemalans.
At USAID, we are helping build a more secure, prosperous, and healthy Guatemala — one where citizens can thrive at home, rather than attempting to make the dangerous journey north.
As COVID-19 continues to disrupt the global economy, we are at risk of seeing the hard-earned gains in development reversed. The U.S. has provided nearly $10 million to help Guatemala stem the spread of the virus, and we’ve re-directed almost $28 million to address the diverse impacts of the pandemic.
We know that COVID-19 is not just a health crisis. It represents a fundamental threat to the way people feed their families. No individual...no family...no community should ever have to suffer the fear of not knowing where their next meal will come from.
That’s why USAID is proud to be providing $9 million to make sure that families in Chiquimula, Huehuetenango, and Quiché have access to nutritious food.
Our three NGO partners, Project Concern International, Catholic Relief Services, and Save the Children, will provide cash transfers and complementary nutrition and hygiene support for the most in-need families in Guatemala.
Cash transfers are one of the most significant innovations in humanitarian assistance. It gives families a sense of dignity and the flexibility to tailor assistance to their individual needs. It also has a multiplying effect. By allowing families to purchase what they need from local markets, our cash assistance is stimulating the local economy.
USAID assistance will complement the Government of Guatemala’s ongoing efforts to provide families with a safety net to withstand the impacts of drought and COVID-19. This includes an approach to food security that focuses on inclusive and sustainable agriculture-led economic growth and a well-nourished population.
But Government efforts alone will not be sufficient to meet all of Guatemala’s food security and nutrition needs. Private sector leadership is essential to help solve these challenges.
That’s why we are partnering with Tigo, to leverage their technology, innovation, and expertise to meet our food security and nutrition goals in Guatemala. Our three NGO partners will use Tigo’s mobile money platform to distribute cash through a mobile wallet and ATMs at a lower cost and greater convenience to program participants. This partnership is a great example of what we can accomplish when the public and private sectors join together.
The American people will continue to stand shoulder to shoulder with our Guatemalan neighbors. We are committed to working together to save lives and build strong communities where individuals can find the opportunities for growth, prosperity, and dignity at home.
The efforts announced today are part of our worldwide commitment to improve lives and livelihoods, but we know that there is no “one-size-fits-all” approach.
There are no easy or quick fixes. These challenges require patience, perseverance, and true partnership. We have that commitment.
The U.S. and Guatemala are neighbors. We’re friends. We’re partners. And we look forward to building on our long history of working together.

En primer lugar, quiero agradecer al Excelentísimo Señor Presidente de Guatemala, Dr. Alejandro Giammatetti, por su invitación a participar en este evento...y a la Secretaria de Seguridad Alimentaria y Nutrición, licenciada Maritza Méndez de Oliva. Y por supuesto, un saludo muy especial al Señor Mario Lopez, Presidente de Tigo.
Es un gran honor estar con ustedes en el día de hoy. La alianza de Estados Unidos con Guatemala es importante y se extiende por décadas. Contar con los más altos representantes del gobierno guatemalteco participando hoy resalta la importancia de esta relación.
Ya sea para responder a la pandemia de COVID-19 ... brindar a los jóvenes las destrezas necesarias para que tengan éxito en la fuerza laboral ... fortalecer el sistema de justicia ... o garantizar que las familias puedan alimentar a sus hijos ... los Estados Unidos están comprometidos a contribuir a los esfuerzos del gobierno de Guatemala para construir un futuro brillante para todos sus ciudadanos.
En la Agencia de Estados Unidos para el Desarrollo Internacional — o USAID — apoyamos la construcción de una Guatemala más segura, próspera y saludable. Una donde los ciudadanos puedan prosperar en casa, en lugar de intentar hacer el peligroso viaje hacia el norte.
A medida que el COVID-19 continúa afectando la economía global, corremos el riesgo de que se reviertan los logros del desarrollo. En Guatemala, los Estados Unidos han brindado casi $10 millones de dólares para ayudar a contener la propagación del virus. Y hemos redirigido casi $28 millones de dólares para enfrentar los diversos impactos de la pandemia.
Sabemos que el COVID-19 no es solo una crisis de salud. Representa una amenaza fundamental a la forma como las personas alimentan a sus familias. Ningún individuo ... ninguna familia ... ninguna comunidad debería tener que sentir el miedo de no saber de dónde vendrá su próxima comida.
Es por eso que hoy queremos anunciar una donación de $9 millones de dólares para garantizar que las familias de Chiquimula, Huehuetenango y Quiché tengan acceso a alimentos nutritivos.
Nuestras tres ONG socias — Project Concern International, Catholic Relief Services y Save the Children — proporcionarán transferencias en efectivo y apoyo complementario para las familias más necesitadas en Guatemala.
Las transferencias en efectivo son una de las innovaciones más importantes en la asistencia humanitaria. Proporcionan a las familias un sentido de dignidad y la flexibilidad para adaptar la asistencia a sus necesidades individuales. También tiene un efecto multiplicador, porque permite que las familias compren lo que necesitan en los mercados locales. Y esto estimula la economía local.

Esto incluye un enfoque que se centra en un crecimiento económico inclusivo y sostenible impulsado por la agricultura.
Pero los esfuerzos del Gobierno por sí solos no serán suficientes. El liderazgo del sector privado es esencial para satisfacer todas las necesidades de seguridad alimentaria y nutricional de Guatemala.
Por esa razón nos hemos aliado con Tigo. Queremos aprovechar su tecnología, su innovación y su experiencia. Nuestras tres ONG socias utilizarán la plataforma móvil de Tigo Money para distribuir efectivo a través de una billetera móvil y cajeros automáticos. Esta alianza es un gran ejemplo de lo que podemos lograr cuando los sectores público y privado se unen.
El pueblo de los Estados Unidos seguirá hombro a hombro con nuestros vecinos guatemaltecos. Estamos comprometidos a trabajar juntos para construir comunidades sólidas donde cada persona pueda encontrar oportunidades de crecimiento, prosperidad y dignidad.
Los esfuerzos anunciados hoy son parte de nuestro compromiso mundial de mejorar vidas y medios de subsistencia.
Pero sabemos que no existen soluciones fáciles o rápidas. Estos desafíos requieren paciencia, perseverancia y una verdadera alianza.
Los Estados Unidos y Guatemala son vecinos. Somos amigos. Somos socios. Y esperamos seguir construyendo sobre nuestra larga historia de trabajo conjunto.
