According to a 2003 assessment, 2% of the Afghan population has a physical disability and 1% has a mental disability. One out of every five households has at least one member with a disability, and 1.2% of Afghans have severe impairments. In FY 07, the U.S. Government (USG) will support the National Program for Action on Disability (NPAD), implemented by the United Nations Development Program, which was launched in 2005. Using USG funds, NPAD will provide three advisors, one each to the Ministry of Labor, Social Affairs, Martyrs and Disabled; Ministry of Education; and Ministry of Health, advising on policy and strategy for people with disabilities. A fourth advisor will work with civil society to enhance their management skills and capacity to lobby the government for rights of the disabled. NPAD will provide services for people with visual and hearing impairments, and support health, education, livelihood, and rehabilitation programs for people with disabilities. NPAD will also implement pilot programs on integrating children with disabilities into schools and design effective messages for weekly radio broadcasts that reach at least four million people.
