The checklist can be used at the start of a SOW development process to refresh a team’s understanding of the USAID evaluation SOW quality criteria. It can also be used to review and critique draft Evaluation SOWs, and to subsequently check on whether suggestions for improvement have been acted upon. To ensure that you understand how to rate each SOW Checklist element, please consult the Rater’s Guide for the Evaluation SOW Checklist.
