Over the past two decades, Vietnam has become one of the most open economies in the world. However, inefficient border procedures are preventing Vietnam from improving its trade competitiveness. Specialized inspection is a step in the customs clearance procedure that is implemented by related ministries on imports and exports. Vietnam's specialized inspections involve multiple ministries, causing major delays in border clearance, costing traders time and money, and hurting small and medium enterprises (SMEs) the most. The five-year USAID Trade Facilitation Program aims to support the Government of Vietnam (GVN) to adopt and implement a risk management approach to customs and specialized inspection agencies, which will strengthen the implementation of the World Trade Organization's Trade Facilitation Agreement (TFA) of which both Vietnam and the United States are members. This will assist Vietnam in achieving its development objectives while reducing the time and cost to trade.
In an effort to improve Vietnam’s business environment, the Provincial Competitiveness Index (PCI) measures economic governance and promotes local socio-economic development in each of the country’s 63 provinces. PCI measures the ease of doing business for the private sector in the areas of entry cost for new firms, land access, transparency, time costs of regulatory compliance, informal charges, proactivity of provincial leadership, policy bias, business support services, labor training and legal institutions. The Index was first developed in 2005 by a team of international and national experts with the support of USAID.

Dear Prospective Offerors:
USAID’s Improving Access, Curriculum, and Teaching in Medical Education and Emerging Diseases (IMPACT-MED) Alliance brings together a diverse group of university, public sector, and private sector partners to build a strong and effective health workforce in Vietnam able to respond to 21st century priorities and contribute to the health resilience and health security of the country. From March to December 2020, the IMPACT-MED Alliance supported the Vietnam Ministry of Health’s efforts in the prevention and management of COVID-19. The project trained 963 healthcare workers from 194 healthcare facilities, improved epidemic control performance of 30 hospitals across the country, and facilitated 12 online training sessions for 3400 health professional participants on COVID care and treatment. In addition, the IMPACT-MED Alliance partnered with global healthcare company Novartis to train over 5,000 senior medical students from 10 universities on COVID-19 testing procedures, care and treatment, and 520 of them were deployed to aid in COVID-19 response efforts.
On December 15, USAID and the Vietnam National TB Program (NTP) launched the nationwide expansion of the Ministry of Health/NTP’s “Double-X” Strategy for TB case identification. Double-X uses chest X-Ray and GeneXpert rapid TB screening and drug resistance testing to improve early TB detection. U.S. Deputy Chief of Mission to Vietnam Christopher Klein, Vice Minister of Health Do Xuan Tuyen, USAID/Vietnam Mission Director Ann Marie Yastishock, and representatives from the NTP, the National Lung Hospital, provincial TB programs and international organizations attended the event.
