Colombia’s Ministry of Mines and Energy (MME) plans to hold the country’s second variable renewable energy (VRE) auction in October 2019. Under USAID’s technical assistance to Colombia, this unofficial English translation of the auction’s bidding rules is provided as a general reference.

Republic of Colombia, Ministry of Energy and Mines, Mining and Energy Planning Unit – Specific Terms and Conditions of the Long-Term Power Purchase Auction No. 02 - 2019

Colombia’s Ministry of Energy and Mines (MME) has defined a procedure that promotes long-term purchase for power generation projects, which is complementary to the existing procedures in the wholesale energy market.

The MME delegated — to the UPME — the implementation and administration of the selection procedure of generators and distributors that will enter into long-term power purchase agreements, and ordered the execution of an auction, subsequent to the publication of the respective bidding documents in which the specific terms and conditions contained in this document are established.

The purpose of the auction is the assignment of long-term energy agreements between each generator and distributors that are awardees.

Additionally, this auction contributes to the consolidation of a complementary, resilient energy mix committed to the reduction of carbon emissions, allowing distributors of the wholesale energy market to comply with the provisions of Article 296 of Law 1955 of 2019.

USAID, through the Scaling Up Renewable Energy (SURE) project, is helping Colombia develop policy, regulatory, and business environments to procure renewable energy through reverse auctions. The auction represents an opportunity to bring low-cost renewable energy, while promoting investment in Colombia’s energy sector.

The proliferation of renewable energy resources requires comprehensive changes to power infrastructure, market design and business models. USAID, through its Scaling Up Renewable Energy (SURE) project, helps partner countries plan, procure, and integrate renewable energy. USAID’s efforts enhance global energy security; promote private sector investment through transparent, competitive procurement; and open paths to self-reliance by empowering partner countries to control their own economic and social development.
