WHAT IS MODERNIZING THE INSPECTION AUTHORITIES PROJECT?

In partnership with the Center for Development Policies (IDEAS DePo Skopje) as the implementer, the USAID Modernizing the Inspection Authorities (MIA) Project works directly with the Ministry of Information Society and Administration (MISA), the Inspection Council (IC) and other inspection authorities to improve the effectiveness of the inspection bodies, by streamlining of legislation, capacity building and professional development of inspectors, and implementation of an e-governance software solution. This will lead to a modern, business-friendly, and predictable inspection system, and efficient inspection authorities.

WHAT HAS BEEN ACCOMPLISHED?

• Four detailed assessments of the legal framework; court practices in misdemeanor and administrative courts; training modalities and e-government solutions for inspection management in the region and the EU; and provided recommendations for improvement of the system overall.
• In partnership with MISA, the IC and the inspectorates, the new Law on Inspection Supervision was drafted, and adopted by the government. It introduces the educational role of the inspectors; risk-based planning of inspections; checklists; and it defines the responsibilities of the IC among others.
• Also in partnership with concerned government authorities, a functional analysis was conducted to guide the reorganization of the inspection system through consolidation and internal reorganization.
• The IC now plans and implements trainings for inspectors, based on a training needs assessment that was jointly conducted by project staff, the IC, and the inspectorates. As part of the sustainability plan, a group of experienced inspectors serve as trainers.
