Supporting the consolidation of Sudan’s democratic transformation.

WHY USAID/OTI IS IN SUDAN

Following months of nationwide protests, the establishment of a civilian-led transitional government in August 2019 represents a historic democratic transformation and an opportunity to further U.S. interests in Sudan and the region. USAID/OTI’s ability to adapt its programming to shifts in the political landscape, while other stakeholders still formulate and solidify their plans, is crucial during the transition period. USAID/OTI’s experience working with governments, civil societies, and the media is also essential. OTI’s flexibility and timely support in fluid environments is critical to seizing narrow windows of opportunity and responding quickly to contextual shifts and new information.

USAID/OTI’S ROLE IN SUDAN

Recognizing the fluidity of the transition period, USAID/OTI prioritizes flexibility to remain responsive to changes in Sudan. Programmatic objectives will also evolve accordingly. The USAID/OTI program initially focuses on supporting the consolidation of Sudan’s democratic transformation by:

• Enabling the civilian-led transitional government to demonstrate progress on key transition processes;

• Strengthening civic engagement; and

• Expanding independent media.

PROGRAM HIGHLIGHTS

The initial geographic focus of this program is centered in the capital, Khartoum. Since February 2020:

• USAID/OTI helped the Prime Minister’s Office convey updates on progress made towards the democratic transition by equipping the office with IT and communications equipment.

• USAID/OTI supported the daily cost of printing and distributing 3,100 copies of a local newspaper in Khartoum and 45 other locations around Sudan. This newspaper will fill gaps in civic education and provide access to reliable information during the transitional period.

• USAID/OTI strengthened the ability of the Ministry of Health, an institution at the forefront of a health crisis, to respond to COVID-19. USAID/OTI equipped the Ministry with ambulances to transport patients to and from hospitals and isolation units.
